What is Property Tax in Punjab?

The government imposes a property tax on real estate, calculated based on the property's value and paid by the owner.

In Punjab, property tax is levied by local bodies such as Municipal Corporations, Municipal Committees, and Town Committees.

The tax is used to maintain and improve local infrastructure, such as roads, streetlights, and public facilities.

Property tax is an yearly tax that is given by the people who owns property. Property tax is computed based on the property’s Annual Rental Value (ARV).

The government determines the Assessed Annual Rental Value (ARV) of a property in Punjab, Pakistan, taking into account its location, size, and type.

The applicable tax rate is then multiplied by the ARV to determine the amount of property tax that the owner is required to pay.

    Property Registration Tax in Punjab

Apart from property tax, property owners in Punjab are also required to pay a property registration tax at the time of property registration.

Property registration is a one-time tax produced by the property buyer at the time of property registration. Property tax in Pakistan is determined based on the market rate and can vary across provinces.

In Punjab, Pakistan, the property registration tax rate is 3% of the property’s market value. The property buyer pays the tax, and it is a mandatory requirement for property registration.

Using new tax rates, the Punjab Land Record Authority (PLRA) has told tax officers to collect taxes from people who buy and sell properties.

This change happened because of the Finance Act of 2023, which changed how much tax people needed to pay. This also affected two parts of the Income Tax rules, called sections 236C and 236K.

Before, if you bought or sold a property and paid taxes, you'd pay 2% if you were someone who followed the tax rules (filers) and 4% if you didn't follow the rules (non-filers).

But things are different now. If you are a filer, you'll pay 3% and a non-filer will pay 6%.

For buying properties, there are certain changes as well. Earlier, the filer would pay 3% and the non-filer would pay 7%. But now, if you stick to the rules and are a filer, you'll pay 3% and a non-filer will pay 10.5%.

These changes started on July 1, 2023, and aim to simplify paying taxes when you're involved in property deals. But remember, not following these new rules could get you into legal trouble. The Federal Board of Revenue (FBR) can fix any mistakes found when they check, so doing things right is important.

The Board of Revenue Punjab explained that these changes were made to ensure tax rates match the current economic situation. They want to gather taxes fairly and do it in a good way.
